Cao Minh Tam’s family is one of households living near poverty line in Hoa Duong hamlet, Ung Hoa district, Hanoi, Vietnam. Her parents’ working capability is very limited because her father lost a leg while her mother has mental issues. The family living expenses are covered by her father’s social grant of $30 a month as government social assistance for persons with severe disability and her father’ modest income from bamboo and rattan weaving. The family borrowed $2900 from various sources to repair their house and paid off $670.
