Meet the China Team

Yue Jian Chen

Jian Chen
Vice President, China Regional Programs

Jian loves to cook, eat, and garden. She especially loves to eat the food she cooks from her garden! Jian travels between China and the US often, and spends a lot of time navigating between cultures.

Jian oversees and directs all operations for the China program, supervising Holt staff in both the U.S. and China. She establishes and maintains communication flow between overseas programs and the Holt office in Eugene. Jian also builds collaborative relationships with child welfare and legal authorities overseas to ensure smooth operations between embassy and consulate staff in China and the US. In the US, she advocates for Holt families who are traveling overseas. She is the recipient of the 2005 Angels in Adoption Award.

Beth Smith

Beth received her Bachelor's in Social Work from Cornell University and her Master's degree in Community Health Education from State University of New York at Cortland. After many years working in social work and health care management positions, Beth was hired in her current position at Holt's China Program in 1998.

Beth oversees Holt's services to families adopting from China. She coordinates all aspects of the China adoption process from intake through finalization of each family's adoption. Beth also works directly with social workers and families when reviewing referrals of children with special needs.

Elizabeth Rose

Jennifer has 20 years of experience working with families and individuals providing mental health services and medical social work support. She received her master's degree in social work with a focus on family-centered practice from Dominican University and is excited to share her knowledge and expertise with Holt adoptive families.

Having traveled to China with friends adopting through Holt, Jennifer is eager to support families throughout the adoption process and especially looks forward to hearing families' stories about travel and meeting their children.

Alycia Fahr-Zarlons

Alycia graduated with a Bachelor's degree in English. After teaching English abroad in Taegu, South Korea, she returned to the U.S. to begin her career with Holt. Alycia has extensive experience working with adoptive families, concert volunteers, donors, sponsors, board members, adoptees, social workers, and international partners. She previously acted as a Holt Coordinator for Sponsorship with the Marketing and Development Department, and has an additional decade of experience working with families in process for adoption in China, Hong Kong, India, The Philippines, South Korea, Thailand, and Vietnam. Alycia met her husband, originally from Indonesia, while they attended the UO. They have two teenage children together and they are also an active host family for international students at the university.

Alycia assists families who are considering adopting a child with special needs. She obtains and distributes updates, tracks new child referrals, maintains the photolisting, and provides support for families and team members during the matching process.

Berry Luo

Berry is from Southern China, and moved to U.S. after she got married in 2016. She loves traveling and photography. She loves to use her camera to "make every beautiful moment turn into eternal memory". Berry worked for Holt China in Guangxi province from 2011 to 2016. When she was in China, she worked with orphanages to get information on children, and she oversaw the Nanning family strengthening program and Liuzhou foster care program.

Berry first worked in the Holt Eugene office as an intern from January 2015 to July 2015. She was hired as Family Process Assistant in December 2016. Her job responsibilities include uploading LOIs, translating written materials, sending child material referral to families, organizing child materials, processing acceptance packets and sending them to families. She also advises the team on Chinese cultural and language issues.

Steve Hejna

Steve received a Master's degree in International Studies and has extensive experience living, working, and traveling internationally. He has been working with Holt's China program since 1995 and has been a dossier specialist and assistant manager, but for most of the time, over 15 years, Steve has been the program's travel coordinator.

Steve processes pre-travel paperwork, maintains a database with pre-travel information, and counsels adoptive families about adoption travel through written material, phone conferences and individual communication. Steve coordinates travel and family support with Holt overseas staff and US travel agencies.

Shirley Baszler

Shirley Baszler

Shirley comes to us from a health insurance company, where she spent 12 years processing group insurance. Shirley's love for kids is the reason she is excited to work for Holt. "I feel like I am doing something important by being a part of helping the kids in China find forever families. I feel very blessed to be here!"

Shirely assists families with submitting their post-placement reports to the CCCWA, including reviewing, processing, and submitting reports to China.
