The Hague Convention on Intercountry Adoption is a multilateral treaty designed to apply to all international adoptions between countries that ratify it. Developed under the Hague Conference on Private International Law, the Convention is the result of a five-year process involving participants from 66 prospective member countries. In addition to the 12 member delegation from the United States, two members of Holt International's staff took part in the Conference at the Hague.
