Parent Eligibility

  • Children Who Need Families

    Children who are in foster care and available for adoption can range in age from infants to teenagers and come from families of diverse ethnic and social backgrounds. Some are part of a sibling group of between two and six children. Most of the children are in foster care because of a history of abuse or neglect and some have also been prenatally exposed to drugs and/or alcohol. These circumstances leave some children with cognitive, physical or emotional challenges that require special care.
  • Parent's Age

    Both parents need to be at least 25 years of age at the time of application. We accept married and single applicants.
  • Length of Marriage

    We accept married and single applicants of all religions, ethnicities, sexual orientations or gender identities. During the orientation and homestudy process, we will assess couples to ensure their relationship can handle the stress of parenting a child from foster care.
  • Children in Family

    The state of Oregon requires special approval for families with eight or more children in the home.
  • Single Applicant

    Both single men and women may apply to the program.

  • Personal History

    A criminal and child abuse background check is required for all prospective adoptive parents. While a history of violent crime and crimes against children is not acceptable, other types of arrest history may be acceptable when prospective adoptive parents can demonstrate they have learned from the experience and are not likely to make a similar mistake in the future.
  • Additional Information

    Before applying to become either foster or adoptive parents, all families must complete the Foundations foster adoption training classes offered through your local DHS branch office, or an alternate organization in Oregon. Families will need to comply with the DHS policy against corporal punishment of any kind.
