Holt has operated in Romania since 1991 providing service to over 20,000 of Romania’s most vulnerable children and families. Holt’s programs in foster care, domestic adoption, parent education and services to HIV infected children are models now replicated widely by the Romanian government and other local child welfare organizations.

Holt staff and leadership in Romania transitioned into two independent Romanian non-profit organizations in 2002. Designed to enhance partnerships and dedicated to long term sustainability, the Holt Romania Foundation continues to serve homeless children within Holt’s overall mission and the NGO Close To You is focusing on the needs of HIV positive children and their families.
