VIETNAM: Signing of Executive Agreement on Adoptions

* The U.S. Department of State is pleased to announce the signing earlier today of an Executive Agreement between the United States and the Socialist Republic of Vietnam Regarding Cooperation On The Adoption Of Children by Vietnam's Minister of Justice Uong Chu Luu ("Wong Chu Lu") and Assistant Secretary of State for Consular Affairs Maura Harty.

* The signing of this Agreement represents the culmination of many months of effort and negotiations by both countries and highlights our mutual commitment to the welfare and well being of children and parents, as well as to a transparent and effective adoption system between our two countries.

* The United States also welcomes indications from the Government of Vietnam that Vietnam intends to accede to the Hague Intercountry Adoption Convention. This Executive Agreement represents an interim step pending Vietnam's accession to the Hague Adoption Convention. The US is pleased that the bilateral agreement respects the underlying principles of the Hague Convention.

Adoption agreement signed by U.S. and Vietnam

An adoption agreement between the United States and Vietnam was signed today in Washington D.C., re-opening adoptions between the two countries.

The new agreement requires that adoptions from Vietnam must now be facilitated by a licensed adoption agency. Private independent adoptions are prohibited. The requirements for licensing and other details are not yet available but are expected shortly.

Families who have been waiting in the adoption process will be informed as soon as information is available. For information on adopting from Vietnam, click here.
