COC stands for "certificate of citizenship." Our children do not receive a COC upon entry because the adoption is not finalized until 6 months later. If you are a "play it safe" type of person you will want one for your child. Somewhere I have a really good explanation of the difference between COC and passport, and why you want both, but I can't find it right now. Malie always explains it well though. I believe some recent posts can help you there. We have one for both boys, despite the cost. Edited to add you can download the N-600 form online. Just google it. Be warned it can take a long time.
